actually if i remember correctly it was the democrats in the senate the refused to let the bill pass so that this wouldn't happen.
trump was ready to sign it and they refused to send it to him.
So whose fault is it again?

No, it was passed in both republican houses, Trump didn't want any part of it. Trump isn't your friend or anyone's friend. The other two bills passed in the House weren't even taken to Trump by McConnell, he simply refused to take it to him. That's his JOB to do. Even his constituents in Kentucky agree that Mitch McConnell is an obstructionist and they won't vote for him in 2020.
