We don't know there's nothing criminal in the phone call, until a third party sees a transcript, or a witness is allowed to testify.

Congress is entitled to information that can settle the issues, and the fact that the WH refuses to let them see the relevant conversation, is a great tell of how incriminating the conversation must be.

But that is not the issue. He threatened to hold back US foreign aid if Ukraine did not help his personal reelection campaign.
