Mueller report, page 139, paragraph 1:
"...In late April 2016, Papadopoulos was told by London based professor Joseph Mifsud, immediately after Mifsud's return from a trip to Moscow, that the Russian government had obtained "dirt" on candidate Clinton in the form of thousands of emails. One week later, on May 6, 2016, Papadopoulos suggested to a representative of a foreign government that the Trump campaign had received indications from the Russian government that it could assist the Campaign through the anonymous release of information that would be damaging to candidate Clinton..."
Mifsud only became interested in Papodopoulous after he told him that he worked for the Trump campaign. Then they became good friends and met with each other often. Papo was eager to set up a meeting between Putin and Trump...and Mifsud, who had many contacts with high officials in Russia was happy to help him. During a trip to Moscow, Mifsud learned that Russians had "dirt" on the Clinton campaign in the form of thousands of emails and when he next met with Papo he asked him if he was interested. Papo was elated and couldn't wait to tell anyone who would listen...including a representative of a foreign government. You asked about motives, so there you have it.

An entirely likely motive is that Mifsud wanted that repeated and was told to state "Russia" had the emails. We don't know whether either is true, which is why Mueller should have spared some time to verify the very thing his entire case was built on.
