It will take a while to see if any of these Executive Orders will actually take effect. They may well face court challenges. It will also take a while to determine what the ramifications are should any of them actually take effect. This poor old country mouse is content to bide his time and wait for events to actually occur before getting my knickers in a twist.

He's just interested in APPEARING as if he's trying to be legit.

Moscow Mitch couldn't even get enough of his republican senators to pass even his reduced funding bill to open the negotiations with the democrats.
Those tea party republicans refuse to fund any relief bill.
Now once.again trump has overreacted and his executive orders will be struck down. Meantime republicans in the Senate get a reprieve

The reprieve will be a very short one. The rulings will happen quickly and that will be that for trumps EOs.
I will add that while agree the Congress needs to get their Bill passed and darn soon, the EO pathway is not the route to go and it will be shown that he simply dies not have the power.
The whole stunt hangs on several things.
First and foremost, the stupidity of his base. He knows that they take their government entirely for granted, and that the will cheer and stomp for a wannabe dictator, as long as he tells them that their world will be protected from the “others”. They won’t notice that democracy went away until well after it’s too late.
Second, most of this is far less than it appears. He’s front loading the payroll tax cut, which is nothing more than a stunt to feed his ego, and will leave these funds in deep deficit. He is basically ordering the government to borrow against his fan’s retirement.
Third, he’s banking on the states to have to either raise taxes or lay off enough people in order to fund his own unemployment benefits order.
So, he is stiffing state and local government on two levels. Not only did he and the GOP ignore the reality that sales and income tax revenue fell steeply in the first half of this year, he ignored pleas from all fifty states for the federal government to borrow in order to back fill the revenue loss. So governments would not be forced to lay off police, teachers and let the potholes get bigger. Now he’s trying to add to their tab with a stunt he isn’t paying for, but he will bellow and take credit for.
As usual, the bill for this all comes after the election.

The student loan deferment will be easy to implement and can probably stand up in court.
The eviction moratorium doesn't even stop evictions, it calls on several federal agencies to "promote" eviction moratoriums.
The unemployment extension is a matching of $300 with $100 from each state. The states will have to agree to the match and the federal funding comes for the disaster relief fund which only has enough funding for about 2 months for this program.
The payroll tax deferment might stand up in court but it's a deferment. The taxes are still owed on April 15th next year. This includes the FICA tax which fund medicare and social security. Only legislation can stop the collection of these taxes. If these taxes aren't collected, it defunds social security and medicare for the amount that would have been collected. The choice will be to then reduce social security and medicare benefits in the long term or to explode the debt.
It's up to the states.
They have to ask for the federal funds if they want their citizens to get the money. But if they do that, then they have to agree to pay their 25%.

I'm not aware that they have violated their balanced budget requirements. You should be more worried about states like Florida, Texas, Alabama, etc. which have much stricter balanced budget requirements. Every state in the country is facing revenue shortfalls already and exploding costs in education while they try to open up schools. The money has to come from somewhere. States don't have the ability to print money like the federal government.
