Yes, it has, but the actions of one don't excuse the actions of the others. Fascism is a failed barbaric philosophy, regardless of the sins of communism.

Yet some elements of fascism have been adopted by governments in "the west". Mass surveillance, corporate power, and big government.

Mass surveillance and big government are not uniquely fascist, and in fascism corporations served the government, in the west, governments serve corporate interests.

Elements of fascism are more alive in the US in identity politics and xenophobia, in the emergence of "us and them" rhetoric, and in the merger of nationalism and religion.
