But you are being somewhat naive in that requirement. Raul Wallenberg used extra legal means to move Jews out of danger. Vietnamese crossing into Thailand probably did not have visas, nor I presume have Syrians for the countries in the region to which they have fled, or Cuban or Haitian boat people. These are not diplomats or ballet dancers from the Soviet Union.

Again, how are they supposed to know about your rule? Some use smugglers, some don't. Mexico can be safe,but their were disturbances by its anti-immigrant folks. I suppose you could have leafleted the caravan. Trump could have tweeted it. Skywriting? Write your Congress folks and tell them to change the law, withdraw from the treaties. The holocaust was soooo long ago, we shouldn't be bound by the "never again" sentiments that have infected us so much that we are deluded into ratifying human rights treaties.

Because the republicans have been battling the democrats on this for a good while now.

When this was first addressed, the democrats and a majority of the media said it didn't exist. Then for some reason they called it a manufactured crisis and now that they've actually come full circle to calling it a crisis. Many are trying to claim that it's Trump's fault, even though he called this exact kind of issue out over two years ago.

So what is it that we need?

No one said it didn't exist, but people resisted Trump's "manufactured" Chicken Little rhetoric of rapists, infestation, Middle Easterners, etc. (Remember, when he first brought this up in 2015, illegal immigration had been down.) The current problem is not completely solvable, but it can be made manageable. Trump doesn't seem to care, as long as he can keep happy that part of his base that likes his anti-immigrant rhetoric. To paraphrase what Bill Clinton said about politics: it's better to appear tough even if you are wrong, than to appear weak even if you are right. So cage kids, cut off aid to Central America, say nothing about conditions there or about law and treaty obligations, just stick your chin out and appear resolute.
