[I assume you meant "what law."] OMG, the character count will not allow me to list them all. But, let's start with 8 U.S. Code § 1158. (notwithstanding some glaring defects in that law). The gravamen is, "Any alien who is physically present in the United States or who arrives in the United States (whether or not at a designated port of arrival and including an alien who is brought to the United States after having been interdicted in international or United States waters), irrespective of such alien’s status, may apply for asylum in accordance with this section or, where applicable, section 1225(b) of this title."
Immigration law is complex, no doubt, but the administration has failed to abide both technically and generally with the provisions of law it entails.

I don't disagree, and you can blame Mitch McConnell and John Boehner directly for that. Each, at different times, has refused to bring bipartisan bills to the floor because they knew they would pass.

I do not know the answer to that, but as a member State of the UN, the United States, on its own, and as a signatory to the treaty, has an obligation to comply with it. At a minimum, the "dignity" requirements which apply to everyone, even criminals.
