I said that you were oversimplifying the distinction, not that the separate statements about cylinders and oxygen were incorrect. Not mixing the uses and having a chain of custody for their medical use is the distinction.
The funny thing about compressed gas cylinders is that they are all serialized and the compressed gas companies track the location/use of EVERY cylinder. The main difference between a "Medical" cylinder and a "Welding" cylinder is the label that the gas company puts on it (there is no difference in the construction of the cylinder that would justify a difference in price). There is no difference in the contents of the cylinders (and, thus, no difference in contents that would justify a difference in price). There is no difference in the administrative routine in the handling of the cylinders (and, thus, no differenic in administrative burden that would justify a difference in price).
There is, however, a substantial difference in price.
Why?
Because of the fact that the medical people will pay more for a product that they MUST have.
