He did say he'd be happy in that theocracy...that in any terms is a rigid society run by many many rules/laws, little respect for personal liberty, and real punishment for breaking those rules, even those that arent illegal or they are made illegal. Like fornication, for example.
This kind of rigid adherence to rules/laws makes some people more comfortable. It's easier for them to understand when their place in a society is very clear, how they should behave is very explicitly laid out, and they know *and need* the consequences that come with acting outside those rules/laws. When they question people that run off and join ISIS or join cults, this is a common factor. (When I read the part about needing and actually wanting the consequences I was pretty shocked but it explains alot)
