They are not locking people up. They are confining them to their homes though and using electronic monitoring to do it. We may need to do the same when we get the number of infected down with SD. But first we need the testing capability to identify those who are contagious.

We did not have to rely on CDC tests. They chose to rely on them. They could have just as easily used the WHO tests as a blueprint as other countries opted to do.

Where are 500 million test kits coming from? How is testing to be enforced? How will this work in the Barrios and Ghettos?
