Congress already has ample grounds for impeachment, but most want to wait for Mueller's report, probably so that they can add actual criminal actions to the articles of impeachment, and in the hope that it will be enough to sway Trump's enablers in the Senate.

Obstruction of justice.
Abusing the pardon power.
Directing law enforcement to investigate and prosecute political adversaries, including reporters, Saturday Night Live, and the Justice Department itself.
The family separation fiasco at the border; imprisoning children.
Violating campaign finance laws (they have him dead to rights on that one).
