You have never been around a heroin addict if you believe this. Junkies look for the same high they got the first time. They never achieve it and usually die trying. A regulated heroin will only expedite the process.
Yeah, well, you can't save them all, though we should offer treatment to the willing. The key is going to be reducing new users by impressing upon them the truth about the effects of the drug. We've managed it with tobacco, which is similar in it's addictiveness with many hard drugs, and yet we struggle badly with other drugs.
Producing the drug in a legal and regulated way will reduce accidental ODs, because the user will have the means to know exactly what the dosages are.
