The assistance wasn't released in time for the DoD to spend it per the guidelines of congress when it was appropriated. Congress had to reappropriate the funds. Trump broke the law by violating the Impoundment Control Act.

Joe Biden didn't threaten to withhold aid. He threatened to withhold loan guarantees, which the Executive has the power to do and which Biden, as representative of the Executive, has the authority to state.

Interesting how you people are making such a big issue out of giving money to a foreign gov't that is going to be proven to be corrupt and interfered in the 2016 elections. The country at large is pretty split on impeachment with around 47% in favor and 44% against (Do Americans Support Impeaching Trump? | FiveThirtyEight). If we are looking strictly at the question of if Trump should be impeached or not, overall, the polls haven't changed a huge amount. I think that this is impeachment movement isn't going to go any where. The evidence isn't as firm as say, impeaching him on the emolument clause would be. However, I think that Dems went for this because it served as an opportunity to push impeachment and make a comeback from the Mueller mess, but it also looked sexy and would get large amounts of media attention.

What I'm concerned about regarding all of this is the fact that the start of this came from a 'whistleblower,' who came across this info from second, third-hand sources. Who is this person and why did they come across it from second, third-hand sources? Seems like a violation of information security. On top of that, it sets a kind of precedence where people who heard from a friend of a friend that something was occurring can come out with it and not go with the proper procedures, rather than having hard evidence from the get go.
