There isn't one. The power to declare war is defined by whichever group happens to have the most votes in Congress.

Jesus ****ing Christ, how many times do I have to say that BOTH of them are the same? They are vague undefined terms that mean whatever the people in power want them to mean.
 
Why should I believe you?

First the confederacy specifically enshrined the right to hold a slave in its constitution in several sections, the confederacy seceded to protect the institution and had absolutely no intention of abolishing it by any means whatsoever. They expressly stated this even in the cornerstone speech.

The word promote is used for the general welfare but not the common defense. There should be no promotion of the "common defense" since we have no general warfare clause.

What is a "2 party system"? I haven't seen any evidence of that for nearly 4 years. What Trump says goes is all we have now. Why should Biden need to be any different? When the Dems have all the Houses of Govt. they need to show the Republicans how things get done. Just ignore what is left of the corrupt GOP and pretend they are not there is the ticket. Turn about is fair play.

You had both houses under President Hussein Obummer and didn't get anything done.

That the right wing has a problem with payments to individuals via the general welfare; since that is the case, no individual payments for our alleged wars on crime, drugs, and terror; or, the right wing is just, full of fallacy, like usual, for any confidence in their sincerity purposes.
 
Thats sort of besides the point where we were talking about constitutional law. Always thought the pledge got less and less meaningful the several hundreds + times ive said it through my life. Became a chore.

Words still mean something. Our Constitution is express not implied in any way.

In other words, without limit? Better solutions at lower cost not right wingers trying to deny and disparage the Poor even under our form of Capitalism. If the general welfare is without limit then the power to declare war must have some limit to be discussed every two years. There is no general warfare clause. Why are our alleged wars lasting more that two to four years?

Declarations of war don’t have to be discussed every two years. ARMY FUNDING BILLS cannot be for longer than 2 years. There’s no limit on how long a war can last so long as Congress continues to fund the Army.
