In most states, it has to be minimum wage, but that's made up of pay plus tips. If tips are high, pay can be lower. No wonder they want high tips!

Some states are like that. In those states, I would not feel the need to tip... or tip as much at least. Minimum wage still sucks

you must have misunderstood. i am aware that restaurants in most states are allowed to pay $2.13 an hour, and i am arguing that they shouldn't be allowed to do that.
