In most states, it has to be minimum wage, but that's made up of pay plus tips. If tips are high, pay can be lower. No wonder they want high tips!

That's simply false, they can pay as little as $2 an hour so long as tips bring it up to minimum wage.

that's why I tip a minimum of 5 dollars, even if just have a cup of coffee. I'll tip more on certain holidays too.

i can't change laws myself, but i would definitely vote for a change on this issue. restaurants shouldn't be exempt from minimum wage rules.
