The word was Russian nationalism and expansionism and that Putin was the new global leader of Conservatives and Conservatism. So, a Russian Election Interference campaign that had its genesis in a cyber based disinformation campaign designed to poison and corrode our Constitution Republic does not meet some standard?

You are thinking about a criminal investigation which is not where this started and not where the FBI was in the time frame you are discussing. The FBI was running a counter-intelligence operation that ultimately bled into criminal investigation.

Some one of these days we might have to separate the FBI into two agencies as opposed to having one agency conduct both Criminal Investigations and counter-intelligence Investigations. I could actually argue either side of that discussion and would likely win in debate regardless of what side I argued. Surely a sign that the actual answer to that question is not definitive at this point.
