Most rights are delayed at times. This is nothing new. Check out the waiting period for a passport....and yes leaving the country and returning is a right

No, it isn't. Neither is a passport a right.

This is actually an attempt to force a negative proof, a fallacy.

SCOTUS does not have authority to change the Constitution.

Correct. That means we have a Constitution. That also means the Supreme Court MUST operate UNDER the Constitution. It has NO authority over it.

Without the first one the other two are meaningless. Just about every restriction on a right I can think of is to increase public safety

The Constitution of the United States is not an opinion. SCOTUS has no authority over it. They cannot change the Constitution.

Nope. If Canada, Mexico, or any other country doesn't want to let you leave the United States and enter their country, YOU CANNOT DO SO. It is not a right.
If you leave the United States, they do not have to let you in again. It is not a right.

Nope. Not a right. If you happen to be a citizen of the United States and are outside the United States, nothing compels them to let you back in again.
