Sealed indictments can come from anyone and they do exist. I don't get where you think Mueller not filing them makes it so none exist.

Except in Hil's case there was a little thing called evidence, and, Mueller, when he found actual evidence, delivered indictments. And where he didn't find evidence he obviously couldn't deliver indictments.

They were indicted, tried, convicted, and executed by the federal government of the United States. Obviously your sense of history is being skewed by Liberal education and ideology. Perhaps its time to have several traitors against America indicted tried and executed in the 21st Century to remind those that our Republic built on Liberty and Freedom in the end will win.
