Yes, we obviously have a problem here. That's why we have groups like Black Lives Matter. Historically it's also been a big problem, thus the Civil Rights Movement, reparations, etc. It's certainly not been peaceful in this country.
That said, short of deporting minority citizens, which isn't and shouldn't happen, we have to ensure at least peaceful interaction so that we don't set off race riots and the like. The way to do that is through inculturation. Everyone should speak the same language, at the very least. In addition, I see no reason why we should be importing massive numbers of people who are very much unlike us. We can quibble about what the proper number should be, but our current levels which leaves cities like Los Angeles with a 40% foreign born population are clearly unsustainable. So I'll list my answer to a few short points:
1) Drastically lower immigration levels. Completely eliminate illegal immigration.
2) No welfare for any immigrants.
3) Eliminate welfare, or, if this is too intolerable, lower welfare benefits to single mothers. Single motherhood is the biggest issue facing minorities.
4) End affirmative action.
5) Repeal Title II of the Civil Rights Act. Restore freedom of association.
The biggest problem facing this country is a lack of cohesive culture. We have multiple cultures who don't like each other. I say that forcing interaction of people who don't like each other only leads to violence. See Boston during integration to see what I mean. Let's allow people to live as they want, and institute measures that improve failing cultures.
