Well, according to your attached articles, the logical conclusion is it is "right social policies"
1) decline in funding for state and local agencies working on prevention,
2) an extreme lack of awareness about STDs and sexual health, and
3) doctors are not screening and testing for these diseases.
Now, which party is pursuing policies that affect all three of these conditions? Cutting public health funding, restricting sex education, and inhibiting doctors from communicating with patients? Well, those are all projects of right wing politicians in the Republican party. (Citations omitted)
Thus, at least a significant proportion of the increase in STDs can be directly attributable to conservative policies.
