Charity isn't designed to eradicate poverty -- it's designed to offer help to those who need it most. And, in that respect, it's pretty successful.
What we know doesn't work are the handful of social welfare programs that lock people into a constant state of poverty.
Government programs would work much better if they were simplified and expanded. There is too much red tape for needy people to get financial aid. Everything is too complicated. If people could just prove they are in poverty and unable to get living wage jobs (or work at all) to get government assistance a lot more would qualify. Also, the government restrictions are too low. When they say "low income" they mean "almost no money" so people who are paid minimum wage 20 hours a week don't qualify despite being under the poverty line. You have no idea how much more effective social welfare programs would be if conservatives were not preventing liberals from fixing these problems.
