1. Those were State Police (and perhaps local police too) not "Federal Troopers." That is clear in the video's own "description"

While protecting his Minneapolis business during the uprisings following the death of George Floyd, business owner Louis Hunter was pushed back by troopers into his restaurant.

After slamming the door shut, the state trooper threatened Louis, his family, and the Unicorn Riot reporting team on the ground.

2. It is Minneapolis and they appear to be enforcing the curfew. There are few exceptions when such occurs, usually involving emergencies (someone needs a hospital, etc.).
