Not that I think this is a good idea but your plan really makes no sense. Take the few most liberal states, California and New York and let them have whatever setup they want. All the Republicans in those states can move to a portion of the state that borders a more conservative state and separate from CA and NY. After that states can vote on being part of a conservative run group of states or democrat group of states. The liberals can have each other and the rest of the country can be back to business while the democrats go bankrupt paying people to stay home.
