And while terrorism risk is small in America at this time, at least for civilians, that doesn't mean that the potential isn't higher for this to happen, than to get shot by a cop for no reason. Based on the stats given, at most 77 were unarmed (they said "more than 80% armed though, so it is almost certainly less than that). Now, unarmed does not mean that the person was not a potential threat nor that they weren't resisting arrest, potentially trying to become armed. There is a reason that I put "without provocation" there.
At least 17 US American citizen civilians were killed by terrorist action last year. And unlike unwarranted police killings, which are normally the result of either overzealousness or out of control officers, terrorists are trying to kill Americans, and being thwarted. Police are not trying to kill us (at least the vast majority, and definitely not more likely than an average citizen).
Would you like a better example, such as gang violence, where the numbers are much higher. How many people are killed in mass shootings or random gun violence each year? I guarantee it is more than even 77 (which again, is the absolute most which were possibly shot without any provocation, and that is really stretching).
