Former Americans, like all foreigner citizens wouldn't be allowed into the United States, so that's not an issue. The only outsiders who would be allowed in would be those intending to immigrage to the US, and then only after a significant quarantine period, proof of their ability to adhere to US Culture and a total breaking of all ties with the outside world.
I see. Former Americans shouldn't have the same rights as other aliens in the U.S.?
