Chicago’s problem, again, is that the big gangs of the 1970s and 1980s splintered into dozens of different factions, each competing for a few blocks in this neighborhood or that neighborhood.

All of them are armed to the teeth, and there’s no real centralized command to speak of. It’s this ten guys fighting that dozen guys for control of a few buildings here; or drive bys being pulled because some guy on one street hates the dude running the gang two blocks south.

Add in the outsiders—- the Sinaloans and whatnot—and it’s not a situation the cops can just use more and more force to fix.
