Syria made a deal with the Kurds. The Kurds accepted it.
The deal wasn't real. Assad had a gun to the Kurds' head for them to "accept it". Only thing is, the Kurds are still getting slaughtered and Syrian troops are nowhere in sight of the slaughter(deployed along the Turkish border to keep the Turks from attacking the Kurds). So, what's to an agreement if the agreement isn't fulfilled on the one point that was the only point of any real concern?
