There is a simple solution to this problem, make the place holding the event responsible for providing the city with the funding for security up front. The place the event is taking place has to be the one getting Trump or the Secret Service to pay up before the event. If it is owned by the city, then the manager or if there is a company managing the city property, they are responsible for doing so. No money up front, no event.

If this were the case how will Democrat candidates be able to hold any rallies. The DNC is millions in debt and burned Charlotte (Duke Energy) for 10 million to the point the company finally wrote it off their books because they figured out they will never get paid.
