The answer to the first question is no. The answer to the second question, now by the admission of President Trump is there was no imminent threat and therefore the president could not order this strike legally without the approval of Congress. Since he did not seek and receive that approval, nor even inform Congressional leadership of the strike, the answer to the second question is also no. So the killing of Soleimani and the other six people killed in Iraq near the airport by the drone strike was an illegal assassination, not a legitimate military operation. The assassination was also a double-barrelled act of war against both Iraq and Iran.
That means President Trump and many persons below him in authority have committed premeditated murder and have violated the US constitution to do so. The President should be impeached again, tried, if found guilty then removed from office and barred from running again and then prosectuted for multiple murder. Those below him should be impeached if necessary and then be tried as accessories to multiple murders.
