It may work as a tactic since there has been so few of them since 1976. If I remember right we had 14 in a ten year period, the 4 since then. People I think when they hear government shutdown thinks everything comes to a halt. The world stops spinning. Us old foggies who been through a bunch know differently. Usually no one can tell if their honest. But when it comes to partisan politics or blaming the other party, honesty is no where to be found.
Americans are pretty much evenly divided on the wall. 51% for, 48% against. But that poll was taken way back in June. A lot has changed since then. I haven't seen any newer poll.

Trump doesn't need Pelosi until January when the Democrats take over the House. Schumer is probably different. He can filibuster the any bill with the wall in it, requiring 60 votes for cloture. Both Pelosi and Schumer know Trump is up against a time limit. Come next year, he can kiss his wall goodbye. If I were a Democrat and against the wall, knowing the House is all Democratic next year, I think I'd tell Trump to stick it where the sun don't shine on cooperation.
But I would also tend to keep quiet on this and let time slip away. Trump may not be liked by a majority of Americans, but his favorable rating is much higher than either Pelosi and Schumer's. Making this battle between Trump and Pelosi would probably give Trump a slight advantage.
