Sure it could. If someone's on the fence and plans to vote, it could very will swing them away from Obama. That's why anyone runs negative ads.
Or, it could easily convince someone to stay home and not vote, which is one less vote Romney has to overcome.

It ignores what has happened during the last 4 years, and what he has done, and just makes you want to think that he's done nothing but twiddle his thumbs. It lacks all sense of critical thought, and only appeals to the base.
No, it's going to play for quite a bit more than just the "base," by which I assume you mean Republicans. If he's saying the same things, nearly verbatim, as 4 years ago, then the question of what he's accomplished in that time is indeed legitimate, and it's starkly raised. You may attempt to justify or explain it, but that doesn't take away from the starkness of the question.
First off, there's no way of knowing when the two things were actually said, it's pretty common for Presidents to talk about the things they talked about during their campaign. It just doesn't seem like that good of an ad to me.
