Russia is going to redirect the transit from the Baltic republics to the Russian port of Ust-Luga, where the construction of a new universal terminal continues.
The struggle for transit in the Baltic States may turn into a "war of destruction" for the three Baltic microscopic 'states'.
The only reason Russia had three dwarfs as republics was a desire to have convenient harbors in Baltic see. Now Russia has a huge port in Ust-Luga and does not need three poor beggars ( Estonia, Latvia, Lithuania ) for ever.

Russia does not need Baltic ports.
 
The port will still be ice bound in winter. Just a new container port.

The port is on the gulf of Finland. Between St.Petersburg and the Gulf of Bothnia/the Baltic. It is going to ice up in winter. They may have ice breakers to create a passage.

No.

They are building a new port. It will be a container port. It will be differentto the old port in the heart of ST.Pertersburg. Like all such new ports it will not produce a large town around it as it requires very little workers, does not have any sort of handling and distribution requirements that the old port had, does not involve repair of vessels as they need to get any none-working ship out of the way quickly.

It is still in a zone that gets iced in in winter. It will work fine for as much time in the year as the old port did. During the winter it will need a large ice breaker to create a channel all the time or accept shutting.

The new rail connections across Asia to China etc may well be a factor in its' construction as well. More trade is happening expecially by this rout.
