Trump has no plan. No one in the White House can articulate any sort of a plan.

I've already stated the answer that best explains the reticence of both Obama and Trump: they had other irons in the fire and they both let the stockpile slip.

Obama did so for a longer period of time, so he was damn lucky the pandemic didn't happen on his watch. Now his fans can go on thinking, "Obama had no scandals."
