Prayer is not banned before council meatings...anyone wishing to pray to whomever or whatever, and for whatever is not banned from doing so.
Same for football games, High school comencement, class, voting, or any other public meeting. The contention is that prayer must be stated as a group before these meetings as a part of the meeting.
