It sounds like he's saying that by allowing her to be confirmed we are ensuring that nominee's are being treated equally in that they aren't held off forever like what has been done to Loretta Lynch. Do you think by saying "all" he is referring to everyone in the entire country? I'm not sure what part you are having the problem with.
