I can only tell you that black people are, in general offended by black face, regardless of intent. It's history is clear and can be no more separated from its deplorable past than the Confederate flag can. If you don't want to acknowledge the offense taken by blacks or you don't care that's really not my business. You're free to make whatever life choices you want but society pretty much finds such people to be deplorable as well. A lot of people did ask him to step down. The black caucus in that state asked for his resignation. And even though at first he tried to deny it, eventually he addressed it and said this...

“I’ve had to confront some painful truths,” he said at Fort Monroe, the landing site for the country’s first African slaves. “Among those truths was my own incomplete understanding regarding race and equity. ... But I also learned that the more I know, the more I can do.”

And since then he's spent his time meeting with black leaders, removing Confederate statues and creating advisory boards on racial inequality. The lesson here is that you dont have to remain an ignorant twat. You can take these moments to learn a little bit about history and do better.
