He actually didn't say they weren't. He said they fought valiantly and were our countrymen again. Which is true, because when those traitorous losers lost, they were forced to recognize the power of the Republic and submit to it. But at no point did he say that those loser traitors weren't loser traitors. They were certainly loser traitors by very definition of what it is to be a loser traitor. A traitor who lost.
The Confederacy rebelled, lost, and will never rise again. Traitor losers remain in their graves evermore.
