I read the timeline for the Benghazi attack (and subsequent response) across multiple newspapers, and they all point to the same thing: agencies not communicating with each other, short sighted decisions and strained resources -- the same old bull****. It was a tragic attack with a confused response, but I've seen nothing to indicate deliberate, insidious behavior. In a way it mirrors the original 9/11: bad choice of allies, bad choice of departure strategy (leaving a power vacuum in Afghanistan allowing fundamentalist forces to take over), agencies not communicating with each other properly, and of course strained resources due to a prioritization of world concerns. Did Bush plan 9/11? Of course not. Nobody but Osama Bin Laden planned 9/11.
