They were already investigating prior to all this.
However, they obviously didn't ask those questions when they learned of the dossier.

Oh I see...time to try to square the circle another way. So now not only did the Investigation NOT start with the Steele Dossier, it also did not start with PapaD and his big mouth. It started before that! OK...so now you can try to justify keystroke after keystroke whining and complaining that the Steele Dossier was the root cause of the Investigation and the root cause of the FISA Warrants.
