Yes, that's my opinion.

As I said it subsidizes poor choices.

I am fine with that. We subsidize healthcare every day for people that make poor choices.

Intragovernmental debt simply becomes Public debt more quickly. The money doesn't exist to borrow once it has been spent, it's simply a matter of who is responsible for its repayment, you or your children.

If the money can not be borrowed the current budget can not be maintained resulting in massive cuts
