Well, you see we have to deter people from having severe mental health issues. What'll the world come to if people think they can go around having problems?

I think the key should be how those mental health problems relate to the charges, ie, did they interfere with his ability to form an intent to do something (if that's relevant to the charges), are they mitigating factors, etc.
But yeah, time as a taliban prisoner should be considered, I'd say, even if it doesn't fall strictly under "time served" (ie, typically time spent awaiting trial that later counted towards an eventual sentence).
