Why isn't it relevant? Because you need to show how Minneapolis police are specifically trained, what exceptions are available, and show that it was done improperly.
None of this you have done, nor could you at this time.
And even then, something being done improperly makes it an error, not murder.
The knee-to-neck move is banned by several major metropolitan police departments, but Minneapolis police allow police to restrain suspects' necks if they're aggressive or resisting arrest. Floyd was unarmed and handcuffed when he was pinned to the ground.
That it is banned by other departments is irreverent to this case, and as your quote shows, it is allowed in Minneapolis. And whether you know it or not they are allowed to render the person unconscious.
So you are going to have to show it was implemented wrongly to make it an issue, and thus far no one can, especially as the knee was not the cause of his death.
Perhaps you could show us all where Floyd resisted with so much force that it took three officers (lie) AND the full weight of Chauvin on his neck to get him under control.

Video's 1. and 2 are basically useless.
Now if you saw video 3,
(which requires a sign in, unless you do what I did and actually link to the video as a video source and preview the post) it shows Floyd resisting when being cuffed. (hint) It doesn't take two officer to apply cuffs to a person who is not resisting.
Then you can see Floyd resisting again as he is being lead to the other car. Non-cooperation in this manner is resisting. He is placing his feet forward to stop/slow forward progression and then he falls down. That act was also likely intentional on his part. He stated he did not want to go into the vehicle becasue he was claustrophobic, even though he was just seated in an enclosed drivers compartment of another vehicle (he is lying and resisting).

I do not agree with the entirety of the narrative but the video evidence provided is good.
