If you don't know the difference between telling and suggesting, this conversation is hopeless. LEARN THE DIFFERENCE, then come back.
I'm having to ask myself if you're intentionally being naive, if you're just ignorant of this, or if its something else but let me try to illustrate it for you.
There are two people, both are making a suggestion that you move out of your house.
One comes to your door, knocks on it, and goes "hey, I'd like to use your land, will you move out of your house?"
The other comes to your door, knocks on it, has a pistol on his hip, a knife on his side, and two guys behind him with shock guns, and goes "We'd like to have your land. We're not going to take it, but we highly suggest you move out of it."
By the way you're talking here, those things apparently seem EXACTLY the same to you.
The GOVERNMENT....most specifically the President of the United States of America...giving people a suggestion like this is
FARRRRR different than some random ass citizen saying "we think this should happen". This goes doubly when these people aren't simply speaking of their personal views, but speaking from the standpoint of the administration, IE the Government.
A suggestion, with the possible threat of force if said suggestion is not followed, is intimidation not just simply a suggestion.
