In reality, "defunding the police" means shifting money from the police department budget to the staff of the city elected officials and their bureaucracy.

It is not "defunding the police." It is the city politicians and top bureaucrats stealing police budget money for themselves. Democratic politicians so love thieves and criminals, stealing from the police department budget is just who and what they are and do.

Democratic politicians and bureaucrats steal more and more and more of everyone else's money for themselves via taxes, so why not steal a billion a year from the police department too?
