The 4th Amendment, but they don't have that power.
 
That isn't what 1603(f) says. It specifically states that permission must be obtained from the tax payer whose returns they are, for Congress to make any information public.

Putting aside that the statute is actually 6103(f), you are correct that permission must be obtained from the taxpayer for the returns to be made public, however, the request in question is NOT to make them public, merely for the committee to receive them.

LOL... Who put the requirement that taxpayer permission must be granted before public disclosure? Are there any other ways the committee can make the return information public? Who determines those other ways?

Because the law passed a hundred years ago violates the Fourth Amendment. Constitution supersedes IRS Code.

Where do you see the ability of the commissioner to refuse to honor the request in the law?

They have zero legitimate reason to have access to them. The Supreme court won't allow this to happen!

Are you asking what part of the Constitution is violated by congress getting their hands on the tax returns of private citizens for the purpose of making them public? That would be the 4th Amendment.

Trump's DOJ doesn't think Trump should have to release his taxes. Now, that is a surprise.

This is a bad joke and it is on the American people.
