Because, in case you weren't aware, between 1939 and 1941 Germany had conquered Poland, Norway, Netherlands, Belgium, Denmark, France, Greece, Yugoslavia, and was positioning millions of troops on the Soviet border.

If you're talking about Suvorov, his work has been heavily discredited. There is no evidence that the USSR was planning on invading Germany in 1941. If you have evidence for that, I would like to see it.
