Ways and Means Chairman Richard Neal sent a letter to Internal Revenue Service Commissioner Charles Rettig, citing Congress’s oversight responsibility to review the president’s business activities before and during his first term.

“We must obtain President Trump’s tax returns and review whether the IRS is carrying out its responsibilities,” Neal said. “The committee has a duty to examine whether congressional action may be needed to require such audits, and to oversee that they are conducted properly.”

I agree. Trump said that he couldn't release them because there was an audit, which makes no sense. Audits don't preclude public release. In any case, the phantom audit must be over by now. The IRS doesn't take years to conduct an audit.

There's a lot of information that can be gleaned from those recent tax returns including whether or not he or anyone in his family has profited off the office of the president in conflict with emoluments clause. Under oath, Michael Cohen also made implications that Trump committed insurance fraud and tax fraud.

That was true before he plead guilty to lying and was punished with prison time for doing so. His testimony was highly scrutinized for any lies he may have told and were carefully verified by other testimonies from other witnesses in the SDNY cases.

One thing examination of taxes will prove, either he did something illegal or he did not. It will be cut and dry and nothing debatable as to whether he did or not. As they say, the proof is in the pudding and the pudding in this case are his income tax returns.

Next comes the subpoena, then the months-long court battle, then Nadler most likely wins.

I don't know if "Crime shopping" of an elected official, or anyone else is legal except through confidential audits by the IRS. The intent is to get the forms, then selectively leak. I don't see any due process in that.

But the dark shadows on his credibility and even racketeering will be lurking out there and that's definitely going to pull a lot of support away from him. It may be the ruination of his re-election. The Democrats may just win the Senate back in addition to the office of the president.

Suppose they find “something” in 2013 or 2014 that could be considered fraud, or some other violation of the tax law. Would/should Congress move to impeach?

Given that Trump was a private citizen when he was elected and given his history he should release his taxes. Previous presidents who were politicians have complied and he certainly should comply.

Audit of President and Vice President
The individual tax returns for the President and the Vice President are subject to mandatory review
and will be closed directly to the "employee audit reviewer" in Baltimore Technical Services. See IRM 4.2.1.11 (8). The “Other” box in the “Forward to Technical Services” section of Form 3198 must be checked and the examiner should notate “President (or Vice President) Examination; Forward to Baltimore Technical Services.” The examining area will notify the group manager for the Baltimore Technical Services when the return is being shipped. Baltimore Technical Services will provide advance notice to Memphis Centralized Case Processing (CCP), "Miscellaneous Group" , when the return is being closed.
The location of the returns of the President and Vice President will be monitored at all times throughout the examination process.
The returns should be kept in an orange folder at all times.

Yes they are UNDER Audit. Since he was president. With that I am almost 100% sure he was audited many times before.
