He's positioning himself so that if we recover faster than predicted, he can tell morons that he gets the credit. I think a more honest assessment is that what this virus did surprised everyone, every infectious disease expert, every public health expert, at least until more was known and more data was collected. We still don't have even close to 100% solid data set (it is unknown the number of people exposed, which is the denominator while the number of deaths is the numerator for example), and probably won't have close to 100% solid data for another year.

They're moving the goal posts on you. You successfully called them out on the "hoax" quote, making them all look foolish, so now the goal posts are being moved to; "but, yeah, he didn't act quick enough". By that standard nobody acted quick enough.
Back in 2012 there was a study presented to then President Obama warning that we weren't prepared for a pandemic. Crap, no country this size is even capable of preventing a pandemic.
