The problem is that the people in the US State Dept are not tied to the interests of the United States. These NeoCons are refugees -- they are ideological refugees from the Oslo Peace Process that Clinton & Albright said would bring peace to the Middle East. But that collapsed, forcing these people to become ideological refugees with nowhere else to go -- so they had to invent NeoConservatism. Nuland is Albright's ideological stepchild, and while she and her fellow NeoCons first started out toppling and destroying Arab regimes (a response to Oslo's collapse), the NeoCons soon came under withering fire from backlash in Europe. So that's when the NeoCons decided they had to neutralize that by mucking around in Europe too -- and Ukraine was the obvious fault line they wanted to target and hammer on.

You will also find lots of their counterparts, such as liberals, libertarians, and progressives, also not knowing much about the same dollar, but also giving neoconservative and pro-government views without realizing it. Examples:

- a moralist who is critical of the War Machine funding Israel but not Ukraine; the same applies to a socialist;

- a libertarian who thinks that it's good for the government to weaponize the law;

- a progressive who is critical of Israel but supports Zelensky, who wants to turn Ukraine into a "big Israel".

It's like that political compass where most get a left-of-center result in terms of ideological views even though their economic status shows that they're actually right-of-center. (The reason for the unusual result is that several of the questions have to do with abortion and other superficial issues in the states.)
