If he's already been determined to be a foreign terrorist, as the OP postulates, why not just kill him, who cares?

Additionally, this might be a good argument for all of the America hating foreigners who have infested the United States to learn English.

The government could print signs that said "Learn English or Die by Drone Strike." That motivation should be clear to even the most resistant.

Only as a last resort in a desperate, imminent-threat situation.


No need to turn US soil into a battlefield. As we've seen also, drone strikes can inflict collateral damage on nearby civilians.
